What can I do when my job description is severely mismatched with what the expectations of my job are?

The job description and the pay associated with my job is extremely basic. For example, according to my job description I am not allowed to do anything without full supervision; however, in reality I am expected to manage projects, maintain systems, communicate with senior managers in order to do my job. The pay I receive is equal to the entry level position stated in my job description.

If you are dis-satisfied with the contradiction in the work you perform versus the job description you should have a sit-down meeting with your supervisor to resolve the problem. In it you should ask him/her to clarify you duties since the actual work you perform is somewhat different and you find it confusing to your position in the company or organization.

If he/she can’t resolve the issue ask for help from HR. Although this step is usually considered an escallation of the issue and maybe seen as a complaint.

In all of your meetings do not allow any emotion to enter your tone or actions. Just be direct, concise and factual. All you want is clarification or justification for the work you do and recognition for the work you want to do.
