Because the high unemployment rates in the Philippines affects the economy dramatically. A higher employment rate equals a better economy as always.

A highly employed population is much more content than a highly unemployed one. When people can feed their families and can do productive work, this lowers crime and other problems.
Sometimes, private industry isn’t able to generate all the work needed for a population of a country, so government must be a part of the solution as well.
